The overall look of a Gyaru was reportedly inspired by a hit American television series in the 80s called Baywatch. Gyaru fashion can really vary, it depends on the substyle that someone is wearing, it could be something casual, it could be something all dark, it could be mature, it could Japanese uniform inspired and so on.
